Manvel City Council’s Oct. 5 meeting brought two postponements and several practical decisions affecting development, housing and public safety.

The biggest development item, Presidio’s final zoning reading, will need more work before council is ready to approve it, while a proposed group home received relief from a permit fee but must still complete the permitting process.

Here are the key takeaways from the workshop and regular session at Manvel City Hall.

Presidio: more time, with unresolved conditions

Council unanimously postponed the second and final reading of Ordinance 2026-O-16, covering approximately 394.232 acres east of SH 288 and on both sides of Highway 6.

Staff said the revised plan removed residential uses and added detention space, and the Planning, Development and Zoning Commission had recommended approval subject to remaining concerns being addressed.

Mayor Dan Davis said the PUD documents must align with the economic development agreement, incentive package and Chapter 380 agreement, rather than contain conflicting provisions.

He also identified traffic, water, wastewater and specific-use permits as issues that still needed adequate answers.

The developer discussed possible frontage-road phasing and utility solutions, but council’s action was a postponement, not final approval.

Davis indicated the team would have two more weeks to address the concerns before the next meeting.

Group-home request: fee waived, permit retained

Council considered a reasonable-accommodation request for a proposed residential group home in Newport Lake Estates.

The applicant sought to waive or modify the specific-use permit requirement for a home serving people with disabilities without nursing care.

After an extended discussion, council unanimously voted to keep the permit requirement, waive the fee and accelerate administrative review.

Staff explained that required public-hearing notices still limit how quickly the process can move.

The vote did not authorize the home to bypass the permit process or eliminate those notice requirements.

Police grants and Meridiana infrastructure

Council unanimously approved Resolution 2026-R-45, authorizing an application to the Friends of NRA State Fund Grant Program for police training ammunition.

During the workshop, the police department described a request for roughly 15,000 rounds and said it sought ammunition rather than a cash award, with no anticipated city matching obligation.

This was authorization to apply, not confirmation that the ammunition grant had been awarded.

Separately, City Manager Dan Johnson announced that Manvel had received notice of an approximately $100,000 grant for police body cameras.

The consent agenda also passed unanimously, including acceptance of water, wastewater, stormwater and paving improvements in Meridiana Section 28C to begin a two-year maintenance period.

Growth plans and city projects

The workshop included an updated Aurelia proposal for the Belcher Tract, with discussion of lot sizes, density, traffic and drainage.

Staff emphasized that this was a workshop presentation, not a formal PUD submission or approval.

A KHJR presentation explored a possible city center and preserving Manvel’s small-town character, while the Meridiana annual progress report covered development and amenities.

In the strategic-initiatives update, Johnson said the city-center feasibility work was underway and identified spring 2027 as a more realistic completion window for Heritage Park.

He also noted budgeted lighting and parking improvements at Almost Heaven Park.

Planning appointment postponed; what comes next

Council unanimously postponed filling Position No. 1 on the Planning, Development and Zoning Commission so another eligible applicant could be interviewed at the next meeting.

The unexpired term ends in March 2027.

The evening also recognized National Planning Month and James McClain’s 10-year anniversary.

Residents can review the meeting recording and city agenda portal, then watch the next posted agenda for Presidio and the commission appointment.
